The Concept Neighborhood strategy lies at the intersection of creative placemaking, urban infill building and local management.

We cluster and manage mixed-use properties in walkable urban neighborhoods to support authentic population density, enhance value while fostering the people and businesses that call our projects and neighborhood home.

At the heart of our strategy is walkable urbanism. The concept is rooted in hyper-proximity in which residents are located within a 15-minute walk, bike or transit ride of daily needs like grocery stores, cafes, schools, parks, workspaces, healthcare and other essential services. When done correctly and with intentionality, walkable urbanism has the potential to lower crime rates and greenhouse gas emissions while improving quality of life and community wealth in a socially equitable manner.

Concept Neighborhood was founded in 2020 as a real estate acquisition, development and management company committed to innovative and inclusive multifamily, retail and maker space opportunities in connected urban corridors. The team, made up of partners Jeff Kaplan, Dave Seeburger, David Kelley, Jeremy Roberts, Zach Samet and Monte Large brings more than 70 years of collective commercial real estate experience to underutilized developments.

With a mission rooted in inclusivity and creative placemaking, we aim to foster authentic and connected projects that embrace the fabric of the communities in which we serve.

Our Focus

East of Downtown, but the center of a new Houston.

Dating all the way back to the 18th and 19th centuries, the East End of Houston has been a cultural melting pot of immigrants and home to both significant industrial activity and housing stock. Proximity to Houston’s ship channel spurred the creation of warehouses, and homes were built to meet the needs of an influx of workers.

Today, the neighborhood is returning to its roots, with many entrepreneurs, artists and makers converting turn of the century warehouses into coworking spaces, coffee roasteries and design labs. We’re focused on meeting the housing and retail needs of this neighborhood and those attracted to it, while preserving the rich cultural fabric of the neighborhood through place-based strategies.

Breaking from the traditional mixed-use paradigm, we’re focused on clustering neighborhood-scale properties around lifestyle-enhancing public infrastructure including transit, trails, bike lanes and parks.

Concept Neighborhood is creating a 360 plan for an unprecedented mile-long stretch of properties spanning from Harrisburg Boulevard to Buffalo Bayou East in Houston’s historic Second Ward. Called The Plant/Second Ward, the project represents the first real estate redevelopment of its kind in Houston to embrace the notion of walkable urbanism by connecting the light rail to the bayou trails.

The dynamic plan includes 250,000 square feet of retail, creative office and urban maker space in addition to 1,000 multifamily units designed for market-based, workforce housing. Concept Neighborhood aspires to use retail as a form of placemaking with plans to repurpose the industrial warehouses we’ve acquired into hyperlocal retail spaces that reflect the rich culture and diversity of the Second Ward.
